I.  Call To Order

The meeting was called to order by Joe Fields at 9.45 a.m.

II.  Announcements

Kimberley Laing, a new member of the Registrar's office, was introduced.

A member announced and invited UCF members to the International Day event, to be held from 11:00 a.m. to 3:00 p.m. on April 28, 2004.

L Course Writing Contest - please pay attention to the second e-mail that was sent out in this regard.

Members were invited to today's presentation in room C 115 in Engleman Hall by the president of Nickelodeon.

Members were invited to a presentation of "Family Leave Policy in the USA and Abroad" by Dr. Steven Wisensale to be held on April 28, 2004.

Members were invited to the Wellness Festival on April 26, 2004.

III.  Approval of Meeting Minutes

The UCF minutes of April 1, 2004 were approved.

IV.  Standing Committee Reports

Steering Committee

No report.

Notifications Management (NMC)

The NMC minutes of April 8, 2004 were received.

The following NMC motions were approved:

1. "That the new courses CHE 301, ENG 492 and PSY 463 be approved."

2. "That the course revision proposals for CSC 431 and CSC 481 be approved."

3. "That the UCF approve program revisions to:

· CHE (all programs)

· CSC (General program and Computer Information Systems program)

· ART (Studio Art major) (subject to minor revision)"

New Programs and Innovations (NPIC)

No report.

Program Review and Assessment (PRAC)

The PRAC minutes of April 8, 2004 were received.

University-Wide Impact (UWIC)

The UWIC minutes of April 8, 2004 were received.

The following UWIC motion was approved by voice vote with two abstentions:

To accept HIS 104 as an All University Requirement that meets the World Civilization requirement for the undergraduate degree.

Writing Across the Curriculum Committee (WACC)

The WACC minutes of April 2, 2004 were received subject to some minor revisions.

The following WACC motions were approved:

1. That PSC 244L as submitted by Professor Applewhite be approved.

2. That PSC 475L as submitted by Professor Applewhite be approved.

3. That ENG 316L as submitted by Professor Fury be approved.

V.  Discussion

Notification of new departmental representatives and alternates

Members were urged to check the sheet attached and see how many more years they have to serve on UCF. Those with a 1 indicated next to their names will need to have their departments elect a new representative to serve starting April 29, 2004.

Discussion of response to Faculty Senate Rules Committee comments on UCF constitution led by M. Heidmann

M. Heidmann identified the issues the Senate Rules Committee had with the UCF Draft Revised Constitution and what steps have been taken to address some of the issues. The need is for the UCF to give expedient response to issues raised by the Senate so that we can move the process forward speedily.

Discussion of UCF by-laws led by M. Heidmann

A member raised some key questions, namely about "Article 3 a: Quorum". How is the 50% to be determined? Response: 50% of total membership.

Can individuals vote in abstentia or by proxy? Response: No.
