NPIC minutes for May 10, 2001

The following special topic courses have been recorded for Spring 2002

  • HIS 398-01 U.S. Environmental History
  • HIS 398-02 Blacks and American Law
  • HON 298 Ethics and Knowledge in the Information Age
  • Soc/Anthro 398 Women, Culture and Globalization

Discussion centered on the draft of the new UCF constitution, both the role of NPIC in the constitution and the general constitution.

Regarding the section on NPIC (Art. V B. 3.)

  1. Re: Art. V B. 3. c.: The role regarding special topics needs to be changed. NPIC records, but it does not "consider" or "evaluate" special topics. The language should be changed to reflect the actual practice and function of NPIC's role in this process. The role is purely bureaucratic-noting and tracking the number of times a course has been offered. (Along those lines, Fopiano noted that NPIC should be paying closer attention to the number of times that a course was offered. Paddock noted that Susan Tiso has been doing that but conceded that we may not always have someone as capable as she to keep track of these things. Starting in the fall, regular tracking of new courses will occur.)
  2. The committee was willing to take over the role of reviewing revisions to programs should NMC decide to devolve the responsibility of the task. (Paddock had mentioned this to Jon Bloch, Chair NMC, who said that he would discuss it with his committee). It was the feeling of the committee that the ultimate decision lay in the hands of the UCF as a whole.

On a more general level the following observations were made and achieved a level of consensus:

  1. Re: Art IV A. 1.: NPIC questions the need of changing the membership from 1 representative and an alternate to 2 representatives from departments with more than 6 members. The feeling of the committee is that the level of commitment to committee work his high enough without forcing smaller departments to commit two members to UCF.
  2. Re: Art. V B. d.: The section that states that the Steering Committee shall act for the UCF when it cannot meet should be stricken from the new constitution. The feeling was that 5 people should not have that kind of power.
  3. The feeling was that time limits and pocket approval process which existed in the original constitution but are omitted from the revised version need to be reinserted and strengthened. We realize that the two items will be in the By Laws, but feel that they are important enough that they remain in the constitution.
  4. The language in Article II Guiding Principles seemed a bit vague and would perhaps serve better as part of a Preamble.
    A new program from Foreign Languages was handed out and will be the first order of business when we get back from summer break.
