1.   The meeting was called to order at 9:40 am by the Chair

2.  Approval of minutes of September 27, 2007 (accomplished via email)

3.  Review of Submitted Proposals: Due to late arrival of 1 member the first 3 proposals  were reviewed by 8 members of the committee. All others reviewed by 9 members.
