wendy c. chang 

Dr. Wendy C. Chang joined Southern Connecticut State University as Chief Information Officer on December 1, 2008.  She brings to Southern more than 20 years of academic and industrial experience in strategic planning and research. 

Most recently, as the senior adviser to the chancellor at Indiana University East -- one of eight campuses in the Indiana University system -- Wendy led the development and implementation of online programming and enrollment management initiatives. From 2002-07, Wendy served as IU East's vice chancellor for information technology, where she was responsible for the long-range planning and administration of all areas of networking, computing, instructional and classroom technology, distance learning support, telecommunications, faculty and staff training, and Web development. 

In 2003, she served for eight months as IU East's interim vice chancellor for academic affairs. She oversaw six academic divisions, more than 200 full- and part-time faculty, library services, adult education, student support and off-campus programs. In addition to her administrative duties, Wendy also held faculty appointments in the Computer Science Department and School of Informatics. 

Before coming to IU East, Wendy held faculty appointments at D'Youville College in Buffalo, N.Y., and the Rochester Institute of Technology. She was the founding chair of the Information Technology Department at D'Youville, where she spearheaded the development of western New York's first information technology Bachelor of Science degree program. At RIT, she taught courses in software and computer engineering and was a key player in the college's systems engineering research and multidisciplinary product development programs. Wendy also helped establish a master's degree program in software engineering at SUNY Buffalo. From 1994 to 2001, she was an independent technical consultant for various Fortune 500 companies including Norton, Xerox, and Hewlett-Packard.  She also spent six years with Digital Equipment Corporation where she held leadership positions.

Dr. Chang holds a B.S. in Control Engineering from National Chiao Tung University in Taiwan, an M.S. in Systems Engineering from Case Western Reserve University, an M.S. in Computer Information Systems from Cleveland State University, and a Ph.D. in Computer Engineering from the State University of New York at Buffalo.  She served on numerous professional organizations including the Editorial Review Board of AACE Journal, EDUCAUSE Advisory Committee for Teaching and Learning, and IEEE Computer Society.
