Connecticut State Teacher Certification:

 

If you are planning to work in the Connecticut Public School System or in a Connecticut certified private school, you must hold a Connecticut State Teacher Certifi­cate (CSTC).

 

To become eligible for a CSTC, you must submit evidence of one of the following assessment requirements: (1) passing Praxis I – Academic Skills Assessment – PPST or Computerized PPST; (2) SAT combined score of 1000 or higher (at least 400 on both verbal and mathematics sections) on tests administrations prior to March 31, 1995 or a combined score of 1,100 or more with no less than 450 on either the verbal or mathematics subtests on test administrations on or after April 1, 1995; (3) ACT score no less than 22 on the English subtest and no less than 19 on the mathematics subtest from test administrations on or after October 1989, or no less than 20 on the English and 17 on the mathematics subtests, from test administrations prior to October1989; (4) PAA score equivalent to a combined score of 1000 on the SAT with neither the mathematics nor verbal subtest score below the equivalent of 400 points. In addition, a minimum score of 510 on the ESLAT or the TOEFL is required for individuals using English as a second language; (5) a currently valid CSTC in any endorsement area. Check with the Connecticut State Department of Education if you have questions regarding meeting assessment requirements.

 

If you are required to take the Praxis I, you may obtain registration, cost, and test date information from your academic advisor or from the office of the Dean of School of Education, Davis Hall, room 103.

 

If you have met requirements which indicate that you do not need to take the Praxis I exam, and do not hold a CSTC you must officially apply for a Praxis I waiver. You must contact the Connecticut State Department of Education, to obtain waiver information. Your name must appear on a State list indicating either a passing score on the Praxis I exam or an official waiver of the exam. You will not be able to con­tinue in our teacher preparation program unless the above requirements are met. These requirements should be completed before your course work begins.

 

If you hold a, current C S T C you must present proof of your certificate status to the Department before your course work begins.

 

Your Planned Program of Graduate Studies provides course work and clinical activities required to apply for the Connecticut Initial Educator Teaching Certificate, in Speech and Lan­guage Pathology. The course work has been developed following the ASHA Standards and Implementations for the Certificates of Clinical Competence (which may be found in the ASHA Membership and Certification Handbook) and the Connecticut Competencies and Indicators for Performance Evaluation of Speech and Language Pathologist. (Please see Appendix K for a copy of the Connecticut competencies.)

 

To receive an Initial Educator Certificate you must present evidence that in addition to meeting the assessment requirements above, Section 10‑145d‑543, 544, 545, 546 of the "Regulations of State Board of Education," must be met. Please see Appendix L, page 105 for a copy of Section 10-145d-543, 544, 545, 546 of the State Board of Education Regulations.

 

When all degree requirements are completed you may request CSTC application materials from the State Department of Education. Please note: the form within these application materials which requests that the University verify completion of course work and other requirements must be sent to the University Records Office, NOT TO THE DEPARTMENT!!! When the records office receives this form they send their form to the academic advisor and request the advisor to verify completion of requirements and eligibility for teacher certification. Before verification, the graduate advisor checks for successful completion of the following: 

 

1.         degree requirements as indicated on the Planned Program of Graduate Studies (revisions included);

 

2.         Praxis I Examination or waiver. Must be indicated on transcript;

 

3.         ASHA National Examination (Praxis II). Must be indicated on transcript;

 

4.         GPA 3.0 or better;

 

5.         the required special education course;

 

6.                  at least 100 clinical hours in a public school and the name of the school in which the hours were accumulated.

 

The graduate advisor will respond as follows:

 

1.                  If all requirements have been met the advisor will indicate - “Eligible, PK-12, Speech-Language Pathology” with no conditions.

 

2.                  If there are deficiencies in any of the above, The advisor will indicate - “Eligible, PK-12, Speech-Language Pathology when completes. . .” - followed by a list of the items needing to be completed. A copy of the form sent to the Registrar will be sent to you and copy will be placed in your Departmental file. Further, the University teacher certification officer will notify you if there are problems with your application.

 

When all requirements are completed to the satisfaction of the Registrar and the University teacher certification officer, the form you sent to records will be signed and sealed by the University and sent directly to the State Board of Education, Certification and Teacher Preparation section.
