Position Summary
This position performs a full range of management activities related to IT operations including planning, oversight, assessment, coordination, and communication. The Associate CIO fully assists the CIO in developing strategies, program goals, policies, procedures, budgets, and in the allocation of resources to assure maximum information systems capabilities and application of state-of-the-art technology to satisfy University's long-term goals. The Associate CIO apprises the CIO about matters pertaining to operation and data security and serves as a senior level IT security advisor to CIO and University officers.
Duties
• Assist in the overall management of University IT services and staff and assumes responsibility for the University's IT services in the absence of the CIO.
• Identify and resolve cross-functional issues as they apply to operational processes within the University, as well as recommending solutions for system-wide issues, bring such to the attention of the CIO and other IT staff within the University and as appropriate CSU System Office.
• Provide effective leadership and direction to staff including mentoring, training and development. Supervise IT staff as assigned by the CIO.
• Assist in the development and implementation of IT policies, standards, and best practices for all areas of IT operation.
• Assist in the preparation of and provide input to strategic and long range project plans, budgets and reporting for meeting the SCSU's future information technology needs.
• Utilize formal Project Management and Continuous Quality Improvement methodologies in all aspects of the IT operations. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
• Responsible for the development and maintenance of disaster recovery and business continuity/resumption plans and procedures for the timely recovery of critical business and academic functions supported by the SCSU Information Technology.
• Continually review practices and enforce compliance with security standards. Assess and report on computer systems and telecommunications security risks. As assigned, liaison to law enforcement, legal agencies, internal audit and CSU System officials, regarding the investigation and resolution of related issues.
• Remain current on IT and personal privacy related state and federal legislation, reporting on proposed changes and potential impact to university operations.
• Perform other duties and responsibilities related to those enumerated above as directed.
Qualifications
Demonstrated ability to understand and apply state of art security technologies in computer and telecommunications to the needs of a complex organization of higher education with large number of users in complex applications. Demonstrated ability to develop policies and strategic plans for long term and future needs in Information Technology. Demonstrated ability to provide effective leadership, management and guidance.
Bachelor's degree required, Master's degree preferred. Five to seven years of higher education experience at the director level, having demonstrated experience and a working familiarity with all facets of university operations. Ability to work well with all levels of individuals within the university community, utilizing good interpersonal and organizational skills and a solid knowledge base of end-user needs to work as a liaison between the Information Technology staff and departmental offices. Extensive experience with data and computer security administration using advanced computer technology. Formal certification in security practices such as CISSP or GIAC is desirable.
