The thirteenth meeting of the 2006-2007 year was called to order at 12:10 PM.

The minutes of March 14 were approved as amended.

 

Announcements:

 

Ø            Senator Gilliland announced the conference: Culture and Singularity: Alterity, Exposure, Dissent. The 9th annual interdisciplinary University-wide research conference for faculty at SCSU will be held on Saturday, April 21, 2007; 8:30-4:30 in Engleman Hall A 120.

Ø            Senator Gilliland also announced the lecture in the Philosophy Department’s Colloquium series:  Medieval Aristotelianism: Condemnation and Confuence by Dr. Creighton Rosental.  The lecture will take place on Thursday, Aptil 5 at 1:50 pm in EN B 218 with discussion and questions at 3:15 in EN D227.

Ø            Officer Tom Madera addressed the Senate on the Jail n’ Bail fund raising event for the Special Olympics Connecticut. The event is scheduled for Wednesday, April 25th, 8-5 pm, sponsored by the Southern Police Department and the BMS

Ø            President DaPonte announced that the CSU Academic Computing Conference is scheduled for Saturday, April 14 at 8:30-4:30.  For further information, please contact Joe Brignola.

Ø            Our colleague Patricia Olney has been released from Hospice and is at her home recuperating.  The Senate will send something to her home with wishes that we are thinking her and wishing her speedy recovery.  Senator Diamantis will accept donations and take care of the delivery.

Ø            Our colleague Bob Jirsa is also home recuperating and the Senate will send something to him also with our best wishes for a speedy recovery.  Senator Diamantis will accept donations and take care of the delivery.

 

 

Guests: 

1)                  Megan Rock and Patti DeBarbieri addressed the Senate on questions raised on the SCSU Foundation Board.  Ms. Rock announced that the Board has adopted changes such as a new accounting form and expanded the board.  The Endowment Funds are 9.2 million with 2.2 million in program funding. 

Ø      Endowment Funds:  There are 271 different funds with 98% of them defined for restricted and specific use.

In September 2006, the Board agreed and issued an RFP to change account to a non-profit portfolio management with a management fee of 1% of the entire funds and a 3% growth factor.  The principal of the funds is not used for awards, only the earnings. 

The Board reports to the donors on an annually basis and they review the starting value, the earnings, and the available money for awards.

There is also a dinner invitation during the annual Homecoming event at which time the donors have a chance to meet with the awardees.

The End of the Year Endowment Fund Annual Report is send to all members involved.

There is an annual independent auditing filed with the BOT.

All Board members are volunteers and it is comprised of 16 members plus 4 to 5 ex-officio members.

 

a.          Programmatic Funds:  the 2.2 million is donated for specific programs and faculty activities.  An example is the department of Biology’s Coast for Marine Biology Center, a 5 year funded event.

 

Last year the Endowment Fund raised 1.8 million and their goal is to raise 1.7 million this year.  All of our donors are aware of exactly where the money is spent.

 

 

FASP Update:  No report since the FASP has voted to accept the USP, they haven’t met.

 

President’s Report

 

President DaPonte distributed his report and highlighted the following:

Ø      The CSU Lobby Day was attended by several senators and other faculty.

Ø      The Faculty Senate Survey of Administrative Effectiveness is now available on MYSCSU.

Ø      The CSU Board of Trustees is meeting at SCSU on April 5 and the faculty forum is at 11:30 am.

Ø      President DaPonte and Maria Diamantis met wit the IT consultants to discuss the Assessment Report.  Any suggestions/comments can be sent to Robert Dixon at  rdixon@advantechgrp.com

 

UCF Update

 

Joe Fields reported that UCF doesn’t have a secretary yet. 

The UCF’s created committed to prepare a pilot program for FYE has submitted their proposal to UCIC who approved the proposal and the UCF will examine the FYE proposal at their next meeting.  Discussion followed addressing questions from the floor.

 

Graduate Council Update ~~ Jon Bloch

 

Graduate Open House is scheduled for April 19th from 3-7 pm at the Adanti Ballroom of the Student Center.

 

 Standing Committee Reports

 

Ø      Academic Policy ~~ Senator Bloch

 

The committee has two resolutions for presentation later.

 

Ø      Elections ~~ Senator Swartz

 

The self nominations are due tomorrow.  Ballots should be out by April 16th

 

Ø      Finance ~~ Senator Brucker

 

There are 5 full time faculty waiting in the queue for TA approvals and there are 2 TA’s for PT.

 

Ø      Personnel Policy ~~ Senator Cusato

 

The committee is very close to finishing the Senate’s P & T document.  They will try to present it at the next full Senate meeting.

 

Ø      Rules ~~ Senator Guagliumi in the absence of Senator O’Brien

 

The committee is looking at the graduate council’s rules of order document. 

 

Ø      Student Policy ~~ Senator Madonia

 

No report.

 

Ø      Technology ~~ Senator Bennett

Since the IT consultants didn’t make it to the committee’s meeting, they have rescheduled to come at the April 11 meeting. 

 

Old Business

 

The Resolution to Accelerate the Process of Approving Faculty Searches will be tabled for the next meeting due to time restriction.
