Democracy works best when citizens understand the institutions, rules, and norms of the system. If citizens are to rule, as democracy requires, then citizens need the knowledge and information for effective participation and choice. Thus, it is essential that civics, history and the social sciences be taught in our secondary schools. If children are to grow into effective citizens they need a solid foundation to stand on.
